Joe Takes A Swing

Found under my door mat this morning was a hand out from the Friends of Joe Surace entitled "Let's Review the Record". In it is referenced several items related to the Fire Department that were noted by the state auditors in their Performance Audit five years ago.

Joe's friends referenced the audit's comments about over-staffing, over-compensation, deficits, lack of record keeping and lack of safety inspections on equipment while his opponent was the Fire Chief in charge of running the WFD.

The audit was requested by then Mayor Joe LaScola in May 2001. The village was $339,000 in the red at the end of April of that year. Consequently the State Auditor declared Wellsville to be in fiscal emergency and the audit began in February 2002. It's all there if you care to review it - all 172 pages of it. All you have to do is pull up the Ohio State Auditor's web site and search the State Performance Audit dated 8/22/02.

I read through it this morning and found their references to be where they said they were. It's not exciting reading but it's there if you are interested. I'll refrain from any other comments and as Joe's Friends said let "You Decide". ORL's Matt Stewart and commenters there and here are all over it already. Enough said...

Dave Lloyd cant ignore this, Ole Nib is right, it is all there, just like the flier says. And there is more there that what they even put out. It is dry reading, but it is the truth. Something the Lloyd camp professes to love. No keeping records or doing inspections. Sloppy at best. Think how the village suffered in other areas while all the money went to his dept. What a great steward of the village money. It scares me to think he could be Mayor. Did he really think this wouldnt come out. I guess they underestimated the Mayor. Also, I liked his response on the Eddie Wilson affair. I know it wont be enough for the Lloyd people, but then, they have other worries now.

I am sure that the former councilmen and Joe Lascola will be glad to step up and take all the blame for Dave as Matt suggests. That is so lame. Isnt Matt the one who is constantly saying the Mayor never takes any blame for anything. I think Dave Lloyd blaming council is classic. I cant wait to hear their responses.

If you read the audit, which you probably wont, the defecits were created they way we say. I want to hear from council and Joe Lascola. I wonder if he wants to vote for Lloyd now. I just dont think the council and Lascola are gonna take the blame for Lloyd.

I don't understand......was Lloyd the mayor or the fire chief? I really don't see how one man can put a village into fiscal emergency. I mean isn't there checks and balances for the village government? Doesn't spending have to be approved? how can one man spend all the money and nobody stop him before he does it? I think it was a mix of everybody's actions and spending that lead the village into that crisis. you guys sure have given Dave Lloyd alot of power!

OK lets say you have 150k budget to run your department. The level generates 100K, the other 50k has to from from the general fund. It's up to council to make the transfers. They did not have the money to do so, that caused the deficit. The one thing you need to remember the Police, Fire, Streets and Cemetery employees stayed employed, No lay offs. Also don't forget the Street Department had a deficit along with the Cemetery and few other line items. Not just Fire. So find something else to pick on. When it comes to government finance not many of you what your talking about. You just think you do.

Ironically your comment was not very respectful and I don't see how my questions don't make any sense. In the first few lines I was using a little thing known as sarcasm. Of course I know he was not mayor and like many others I was simply questioning why we have council and an autoritative figure known as mayor if someone such as the fire chief, or police chief even, can irresponsibly spend ALL of the village's money without someone, and by someone I mean council or the mayor, stepping up and saying NO!!!! YOU CANNOT SPEND THE MONEY! Wait a minute, our council and mayor don't operate in that fashion do they? The mayor likes to spend TONS of money on stupid sh*t without getting it approved or taking bids!!!!!! And I thought that by posting a comment I was in fact in the conversation?!?!?!?

Wondering--
I go to port authority board meetings and tell the mayor if there is anything he needs to know. There's really nothing to figure out.

Regarding Wellsville's fiscal emergency--
I watched the entire process unfold. I read the auditor's report before most of you even knew it existed. I sat through every meeting of the financial planning commission. I had every aspect of the report explained to me by those sent by the state to help Wellsville through the fiscal crisis. I wrote hundreds of stories for The Review explaining the process to Wellsville residents. In short, I know exactly what happened prior to, during, and after the fiscal emergency.

To blame Dave Lloyd for the deficits is just baloney. Everyone who served on council at the time knows it isn't true. Mayor Joe LaScola knows it isn't true, and everyone who knows what the fiscal emergency was about knows it isn't true.

However, I know political propaganda when I see it. I know a diversionary tactic when I see it. Anything to keep the focus off Joe Surace. But let me give credit where it is due. I'll hand it to Surace's handlers for knowing how to use these tactics effectively. If the flyer sways uninformed people to vote for Joe Surace, then it will have been successful.

Dear Voter,

I would like to respond to and defend the misleading accusations made about me by the people claiming to represent Mayor Surace. I find it extremely disturbing that anyone would intentionally mislead the taxpayers of this Village. It was a dirty and dishonest tactic to gain votes and I for one am appalled at the levels in which they would sink in order to gain those votes.
At the beginning of each year, council would appropriate X-amount of dollars to the Fire Department based on what the anticipated revenue was at that time. From there, I would draw up a budget request and provide it to the Council Finance Committee, at which time they would go over it, fine tuning it to match the anticipated revenue. I operated within that budget at all times. When it was time for the money to be dispersed (approximately mid May, then again around late August and sometimes again in late November), I was told the money was not there. This promise of money (that I never received 100% of) would automatically put me working with a deficit. That deficit would then carry over to the next year. I never spent beyond what was appropriated the Fire Department and as mentioned, I stayed within my budget at all times.
Over appropriating anticipated revenue was an illegal practice and I made sure I let all involved know how I felt about it back when it was occurring. It should have been handled back then as it is being handled today.
Although the Mayor takes credit for it, what has actually kept us out of Fiscal Emergency is what is called the U.A.N. (Uniform Accounting Network). The U.A.N. keeps a checks and balance of spending in our Village. The only reason there has been no over-spending since emerging from Fiscal Emergency is because the U.A.N., along with the Fiscal Officer, will not permit it. Rules and regulations are finally in place and that is exactly what I fought for back when I was Fire Chief.
I would like to apologize for the unnecessary chain of events of the past week. Had others did their homework, they would have realized that their accusations were unsubstantiated half truths not worth repeating, ultimately saving you and I both wasted time and energy.

Dave - First I would like to thank you for your comments. I appreciate you taking your time & energy to give us a comment. However I beg to differ with you. I do not believe it is wasted time and energy under the circumstances. Your opponent's "friends" worded the hand out to their favor but from reading the audit none of it is untrue. My understanding the deficit part is fuzzy at best. If department heads did not get money to spend then how did they get a deficit? I'm not trying to be a smart ass. I'm just trying to get a more thorough understanding of how a budget is considered to be in the red when no monies were expended. Also, I can understand why your equipment can be outdated when there wasn't any money to upgrade to new stuff but why wasn't safety tests ever performed on the equipment you did have and no records kept? Wasn't this something your department could handle in-house at no extra cost to the village? I really would appreciate if you can find the time and energy to clear these points up for me.

I have to assume this performance audit was released in 2002 when it was completed. If there was such a problem with ONE department (fire dept) at that time, WHY didn't any of you "CONCERNED TAXPAYERS" ask your questions then?
Why are they suddenly being voiced now, when you think they can hurt Dave's candidacy?
If you were truly concerned citizens, each and every one of you would have been asking some VERY pointed questions of your current mayor in the last few years and should have asked your qusetions about this performance audit when it was pertinent: Five years ago, not now.

And still took a $50 per month gas allowance while fueling the mayoral car on the village's gas account at a local gas station. This happened at least a couple years before the auditors where performing this past audit. Go ahead AC and dispute that one!

The thing to do is hand out perceptions and call it out of the goodness of your heart. When in fact Surace used campaign funds for the mailings, and run off inserts with the village letter head at quality printing.

That makes his prescription cards campaign material. Complaints will filed with proper authorities. The News Medea has been sitting on this most of all week. Why??????
He was handing out campaign material in churches. Wake up people!

The information on W2 forms are not Public knowledge due to Social Security number on them. So who at City is discussing old W2 forms? Who at City Hall has access to SS numbers? If I was Dave I'd ask for an investigation. This could be another law suite in the makings. Maybe the Fiscal Officer should find out who's looking at old W2 forms in his office and leaking out personal information. Ask for an investigation Dave, and not from Part time- CSI- Detectives in Wellsville, but from real law enforcement. It an Issue for sure.

I hope your partial truths of the audit doesn't hurt the fire levy that is up this time. Surace doesn't keep that fire department above water, your tax dollars and the volunteer fire department does. BTW, where was Surace when the volunteers had their open house trying to raise awareness for both levies? From 10 to 4, he couldn't make an appearance? Yeah, leadership at it's best. I'll take my chances with Lloyd.

Surace should consider firing his campign manager. You don't win election by pissing people off. But seems that's what they do best. Surace should have stood up and defended his decisions. I always thought firefighters were very odd. I mean, with the bumper stickers, window lettering, and lights on private vehicles. t-shirts and jackets that they wear to draw attention to themselves. they feel the need to blow their own horn. to me, they seem like they really enjoy attention more than anything else. They do stick together and hang out with each other almost exclusively- I think they are like an odd fraternity.

I am a Vol. Fireman, and some of us have been watching this very closely. And we have waited, trying to sort out the facts regarding the operation of the Wellsville paid firemen and dept. The State Audit once and for all cleared our minds on what was going on. All of us volunteer our time and resources because we are a dedicated to the safety of Wellsville as a paid fireman and paid Fire Chief. We think we deserve answers from the former Fire Chief rather then just blaming former city councilmen and everyone else for the overspending. It appears Lloyd, according to the Audit was taking care of his buddies, the paid fireman and forgetting about those of us who volunteered for our Village. The State Audit states we needed updated equipment and we never got it. Tell us why. And where all the money went that was over spent. Answers Mr. Lloyd

Huh. That's odd. I spoke with several vol. firemen yesterday and non of them feel anything like what the above commentor portrays. Wonder why? Could it be the one down there starting all of the trouble or could it be someone just claiming to be a volunteer? Or both?
Reading and understanding the audit would have kept you from looking so foolish.
One more thing. Why in the world would the report on "the eddie wilson thing" have anything to do with reporting things on Lloyd? You really showed your intelligence, or lack thereof, with that one.

No records were kept regarding testing and inspection of vehicles, which is required by the state on an annual basis. If the pole sliders are such a Brotherhood, then why don't you care about how safe your buddy is? His department's equipment was outdated and NEVER tested for safety!! What is his excuse for that? He doesn't have one other than incompetence or laziness. A real brotherhood takes care of each other they make sure thier brothers are safe Mr. Lloyd. Those brothers have wives and children but your equipment was outdated and never tested for safety. Shame on you and shame on the people who are not demanding an answer, including the firemen.

The MEN at the fire department could teach you some real lessons if you want to take off the rose colored glasses, pur away the finger pant, and take the play dough out of your ears. Brotherhood is not sneaking up on one another and popping a bag on the midnight shift. Maybe the Fire MEN should get a frame and frame the bullet hole in the fire department with the officer's name (who was never repremanded). Ya'll don't have a clue how expensive it is to inspect fire vehicles, do ya'? I bet if you call the mayor right now and asked him if the vehicles are being inspected, he wouldn't have a clue and he would have to ask. This isn't a vehicle you can take to the gas station and have it looked at. You're talking in the $1,000 plus range, depending on size and type. Do your homework, I did!

I agree with Bubba Sparx on the odd fraternity comment about firemen. But it is not just firemen who do such things. Look at those who are members of labor unions. T-shirts, bumper stickers, etc. Then again, I have never seen a fireman attempt to use their title in order to get special privilege. How many times have we seen these young cops around town violate everyday laws just because they know they can. For example, running their lightbars and speeding just to blow a red light. And how many exploit their title of officer by using it try an incite fear into those who do not respect them, and that Garber kid is a prime example of that. Respect is not given, son, its earned. I could be wrong but the protect and serve model of policing has been lost in translation here.

Dave Lloyd did not do this. And he has no records of it to prove it. Why would he not take care of the equipement. It was part of his job that he got paid to do. He had 75% of the general fund transfers, I think he could have squeezed out some money to make sure his men were safe. I guess he wasnt worried about it, since he didnt even vote for the levy's.

Yes, I question a so-called brotherhood that does not bring Dave Lloyd to task for his failure to make sure all equipment was safe. That was his responsibility. A fireman's equipment is the most important part of his job, he is taking enough risk without having faulty equipment. If you care about the lives of your friends and brothers how can you not question such a failure of command. This stuff is not make-beleive, it is the state auditors performance audit. We are talking about people's lives and your unwillingness to take Dave Lloyd to task for gross negligence. You are right, you can't teach me a damn thing, I like to hold people accountable and I actually care about the lives of people who risk their lives for others. Why don't you explain your disregard for the safety of the men who worked for you, Mr. Lloyd or is that someone else's fault to.

I know we are a brotherhood, but that is supposed to mean we watch each others back, and I have a problem with Dave not maintaing and testing equipment. I know this isnt going to be popular with my brothers, but I feel we should have only a VFD. We can do it just a well or better than paid firemen. When it was a VFD only, we had plenty of men, and we had a first rate FD. With the money saved by having a VFD only, we could afford whatever equipment we needed. I'm sorry, but I think that is the way to go. I was for Joe, until Dave got into the race. But who you vote for is not something I have to share with my fellow firemen. I cant vote for Dave knowing this.

I'm sure Lloyd wishes he could shred the audit. The police dept. car accident has nothing to do with Lloyds mismangement of the WFD. Are you really gonna try and defend that lazy cow. Come on, he didnt do his job. Other departments suffered because most of the General Fund money went to his dept. He will do the same if he is elected. The FD will be favored, the paid firemen will be happy, but to hell with the equipment and inspections. Remember, the brotherhood takes care of their own, and that is what Lloyd will do. Thats all he will do. It will be the hell with everyone else in town. He never even went to council meetings as Fire Chief, will he if he is Mayor. He has lost any respect he may have had, by not coming out and answering the audit, and blaming others. I know how much you Lloyd supporters hate that too.

If you are truly in this brotherhood I think you should not play the game the cops are playing before you cause the department to lose a few votes. As a Wellsville Firman, I will say, I was surprised to hear that Dave had not voted for our levys. But he explained why, and I really dont blame him. As far as the equipment and safety inspections I want to assure every taxpayer, that even though they werent done, no one was ever at risk. Please vote for Dave and the levy.

I'm not running for Mayor, and trying to answer the damning audit. Besides, I am on salary, and dont get to give myself overtime like Mr. Lloyd. He needs to explain that to the voters. Also, he needs to explain why inspections were never done on the equipment. How can he even look the WFD in the face, forget about facing the taxpayers. Instead of putting out his lame statement, why not just answer the audit truthfully.

Anyone looking at W2 forms for personal gain at City Hall is way out of line, and should be repremanded or terminated for their actions. To add, the strategy of his campaign will cause grave personnel problems within his departments if he remains in office. I have no idea what this man and his supporters are thinking. Once again I am defending my actions for when I served as fire chief. My opponent or his supporters are determined to cloud this election with lies, innuendos and half truths. Instead of discussing the issues of the current administration, they continue to attempt to dig up dirt on me.
Apparently there is some concern as to why the equipment was not tested. When I submitted a budget request to the Council Finance Committee, I requested funding for the maintenance and testing of all equipment. The Finance Committee would meet and I would convey to them the fact that the testing was mandated by the State of Ohio and the liability for not testing the equipment was directly their responsibility. The budget was picked apart by the finance committee and many items were eliminated regardless what I had to say. I asked what if the truck broke down and I was told it may have to sit. My men were aware of this and we continued to operate, however there were some men that would not use certain equipment because of the lack of testing. We made the operation work however we could with what we had to work with.
I can remember one budget appropriation that they appropriated $200 for vehicle maintenance for the year. I am sorry I don’t remember the exact year, but it was after the Village voters passed a levy to purchase a new fire truck in 1996. That $200 was not even enough to cover the maintenance for the $200,000 truck that had just been purchased.
I don’t have any idea of the current fire department appropriation, but I doubt that there is adequate funding for testing and maintenance of vehicles and equipment.
In my last response I said that if you have any questions to please email me or call me. I would like to suggest this again. I have given you the consideration of signing my name to my responses and I think it only fair that you give me the same.

Next move mayor? So far, it seems Dave Lloyd has addressed anything you throw at him. If W-2s are public then why not go to village hall and request Lloyd's? Why does he have to produce them? Public Records Act will allow you to view them, if they are public.
