BWD Engineering Committee

Wednesday - December 2: The BWD Engineering Committee held the regular Progress Meeting for Part A of the Salineville Waterline project at the new Water Treatment Plant. Present at the meeting were Committee members Gene McGaffick & Tim O'Hara, Trustee President Mike Ryan and Trustees Cal Carney, Bob Wines, Jack Call & Jack Whitaker. Also present were BWD Fiscal Officer Sara Crouch, Project Inspector Mark Allison, District Manager Al DeAngelis, Jon Blair of Dallis Dawson Assocs. and Dave Sugar of Sugar Excavating Co.

Dave Sugar got the meeting started reporting that there are still two crews at work which will soon be down to only one crew. The two crews are working toward each other. Except for an 1,100 foot section there is only 4,800 feet of water line left to put in the ground. Directional boring will be required for 1,100 feet along Route 39 where the creek runs close to the road. This requires a Change Order for Sugar to bring in a sub-contractor equipped to do the specialize boring. When engineered it was thought that section was wide enough to squeeze by without redirecting the creek. When it was discovered they couldn't the EPA denied rerouting the creek in that section. BWD Trustee Pres. Ryan stated a cost would be required before the Change Order is approved. Sugar advised he is in the process of getting a quote.

At the last Progress Meeting it was reported that they ran into a concrete wall of some sort reinforced with rebar. At that time they did not know what the wall was for and it was causing problems boring under Route 39. It has since been determined that the cement was part of the highway itself that curved downward and sank into the dirt. Permission was recieved from ODOT to dig up the highway in that spot. Being newly repaved this year ODOT was hoping to avoid that.

Sugar also advised ODOT was telling him they did not have the required permit for storm sewer installation. District Manager Al DeAngelis reported the permit was on file and Jon Blair confirmed. A copy of the permit will be given to Sugar.

Black topping on township roads was being done this past Tuesday and should be completed by the end of the day Wednesday. DeAngelis advised that Madison Township Trustee Mint Cook requested to be present when inspection is to be done before signing off on their portion of the roads. Restoration of the ground dug up is being done as conditions permit. Some areas are too wet to reseed and lay down straw. Ryan advised it may be early spring before it could be completely finished. Except for a small portion of eight inch pipeline all testing has been done on Osborne & Forbes Road.

Sugar advised he is still waiting for engineering plans for the Crews Road extension that was added on to the project. Once the plans are finished they have to be submitted to the EPA for their approval before proceeding with cost estimates for that addition. Ryan stated time is of the essence and requested those plans be expedited from Dallis Dawson Assocs. They want to get that started before Part A is completed on Route 39 and while Sugar still has his equipment on site.

Fiscal Officer Sara Crouch advised Sugar that since "Stimulus" money was granted for part of the funding quarterly reports are required by the EPA. That includes pay roll records showing how the money was spent as required by the ARRA law. The first report has to be submitted by 1/10/10.

Sugar summed up the meeting reporting that all the waterline should be in the ground by New Years Eve. Part A should be completed by mid-January after all pressure testing, retesting and water samples are approved. As it stands now it appears the final cost for Part A will be slightly under the bid. That includes the additional costs for the directional boring needed.

Next Progress Meeting is scheduled for Wednesday, December 16 at 10 A.M. in the conference room at the Water Treatment Plant.
