BWD Special Meeting


Friday - November 6: The BWD Board-of-Trustees held a special meeting Friday at the Water Treatment Plant to deal with three pieces of legislation. With the exception of Chuck Bibbee all Board members were present. Also at the meeting was BWD Solicitor Fred Emmerling, Tracy Allen & Madison Township Trustee George Crews.

The first order of business was to enter into an agreement with Dallis Dawson & Assocs. to survey and engineer the Crews Road water line extension. This extension will branch off the line installed along Osborne Road that is part of the new Salineville water line project. Engineering Committee member Gene McGaffick stated that the EPA requires a "concrete design". A change order was not permitted for the extension. Total cost of the agreement is $9880. Completed plans will be submitted for EPA approval before proceeding on the extension. Since it is considered part of Phase A of the project contractor Dave Sugar Excavating will have first dibs to submit costs for the extension. The agreement passed with an unanimous vote of the Board.

The second order of business was to vote on entering into an agreement with Dallis Dawson & Assocs. to provide construction management and inspection services for Phase B of the Salineville water line project. Construction management is being provided by Dallis Dawson for Phase A. Inspectors for the first phase is being handled by a BWD employee and an independent outside contractor.

Trustee President Mike Ryan explained with the start of the second phase there will be two jobs going on at the same time. With winter approaching assigning another BWD employee would thin out the ranks too much and cause problems handling the day-to-day operation of the water district. He added that since Phase B came in under engineer estimates there is still money available to fund this agreement.

McGaffick stated the cost of this agreement would be $13,144 per month and is expected to last three months. Along with construction management Dallis Dawson will provide one resident inspector for the nearly two mile completion of getting Salineville a new water supply. The agreement also passed with an unanimous vote to the Board.

The final order of business was to enter into an agreement with Arcadis Engineering of Akron for preliminary engineering on moving the Hibbits Mill pump station pictured here. The $3,500 agreement will be to determine if the pumps can be upgraded or need to be replaced according to Engineering Committee member Tim O'Hara. McGaffick added that the pump station is not now being used. Relocating the station will improve the northern part of the water system from the West Point area all the way out to the Elkton prison. At an Engineering meeting October 23 it was determined that would best be accomplished by moving the pump station to West Point. Using the Arcadis computer model at that meeting several scenarios was looked at to determine the best location.

That resolution also passed by unanimous approval of the Board. All three resolutions were preceded with unanimous votes to waive the 72 hour notice required by Resolution 14-2002. After the final vote the meeting was adjourned.

There will be an Insurance Committee meeting at the Water Treatment Plant next Thursday, November 12. The next regular meeting of the full Board is scheduled for Thursday, November 19 at 9 A.M. at Wellsville Village Hall.
