BWD Special Meeting

November 3 - Tuesday: A special meeting was held by the BWD Board of Trustees at the Water Treatment Plant. Present at the meeting was Board President Mike Ryan, members Bob Wines, Jack Call, Cal Carney, Dave Lloyd, Jack Whitaker, Tim O'Hara and Gene McGaffick. Also present was District Manager Al DeAngelis and Tracy Allen.


The purpose of the meeting was to vote on a resolution to apply for funding with the Ohio Public Works Commission (OPWC) to replace the Hibbits Mill main water line. This is the Water District's number one "shelf ready" project following the completion of bids for the new Salineville water line. Shelf ready means the project has already been engineered and is ready to apply for funding when the time is right.


The Hibbits Mill water line is Wellsville's main water supply line into the village. From the pump station on Hibbits Mill Road it comes down Route 45 to Wells Avenue. From there it makes a right into the village and a left up Wells Avenue a little past the Riverside Roadhouse. This is the same line where there were several breaks the first week-end this past August. It's possible some of that line is original pipe installed back in the late 1920s when the old reservoir was first put into service. A new line was already installed to there from the new Water Treatment Plant. There is a switch over from the old treatment plant to the new one at that pump station.


The Buckeye Water District is applying for $1 million in loans for this project. That is broken down applying for $250,000 from OPWC, $250,000 from ARC and $500,000 in CDBG funding. OPWC regulations require that a formal resolution be voted on and passed by the Board of Trustees before proceeding. It was passed unanimously.


Also reported at the meeting was that JCM Contracting pulled their bid for Phase B of the Salineville Waterline project. JCM submitted the low bid of $754,606 but soon after discovered that a crucial part was omitted in their bid. It was a mistake but the law requires that the bid goes to the next lowest bidder. That would be Tucson Inc. of New Philadelphia at $827, 165.75. Engineering estimates for Phase B was $946,045. Engineers at Dallis Dawson Associates are now going over Tucson's bid and hope to have it ready for an announcement for the next regular meeting November 19.


There are three more meetings scheduled this week for the District. On November 4 the Personnel Committee will be meeting at the Water Treatment Plant to discuss compensation. That will be held in Executive Session with no recommendations expected at this time. On Thursday, November 5, the Engineering Committee will be holding their bi-weekly Progress meeting for Phase A of the Salineville project. A second special meeting will be held Friday, November 6, at the Water Treatment Plant, at 11 A.M. to go over engineering for the Crews Road extension part of Phase A. That's an addition and the EPA requires that an engineering plan be submitted. Also on the agenda to be discussed Friday is the moving of the Hibbits Mill Pump Station to the West Point area. With the new reservoir and water treatment plant that pump station is no longer used. By moving it to West Point maintaining better water pressure will be enhanced to customers beyond there and all the way out to the Elkton prison facilities.


It's a busy week for those trustees...
