BWD Engineering Committee

Friday - February 12: The Engineering Committee met Friday afternoon at the Buckeye Water District Water Treatment Plant. Present at the meeting was Board of Trustees President Mike Ryan, Engineering Committee Member Tim O'Hara, Trustees Jack Call & Bob Wines, BWD District Manager Al DeAngelis and Jon Blair of Dallis Dawson & Assocs. The purpose of the meeting was to review Phase A of the Salineville Water Line Project.

Prior to the start of the Engineering meeting B-o-T President Ryan announced changes in Committee assignments due to the death of Trustee Jack Whitaker. The late Mr. Whitaker served on three committees for the Water District.

Trustee Bob Wines will replace Whitaker on the Personnel Committee. Tim O'Hara is Chairman of that committee. Wines joins fellow Trustee Jack Call on Personnel. Also, with the changes, Wines will move from Chairman of the Bidding & Contracting Committee and join fellow Trustee Cal Carney as a member of that committee. Whitaker's replacement will be assigned Chairman of the Bidding & Contracting and also named as a member of the Computer Study & Purchase Committee with Trustee Bob Wines. Trustee Dave Lloyd is Chairman of the Computer Study & Purchase.

When questioned if Whitaker's replacement would be a member from Washington Twp. or Salineville, District Manager DeAngelis explained that they are not yet officially a member of the Water District. The Salineville area is still served by the Salineville Water Treatment Plant operated by BWD, as sanctioned by the Ohio EPA. Salineville will not become a member of the District until the water line project is completed and tied into the Washington Twp. & Salineville water lines. When that is accomplished their water will be supplied solely from the new BWD Water Treatment Plant. At that time they will officially be a customer and become a member of the Water District.

When that occurs Salineville will have to pass a resolution to petition the District for a seat on the BWD Board of Trustees for one of the three seats assigned by Village members. Currently Wellsville is the only Village member of the District. The vacancy will be filled by whoever the Wellsville Mayor appoints with the Village Council's approval. Ryan remarked one of those seats come open every two years. Jack Call & Dave Lloyd currently serve as the Wellsville representatives. Call was recently reappointed to a new six year term.

Except for some final seeding & mulching Phase A of the Salineville Water Line Project is essentially completed. The completion of that reclamation work will be held off until spring time when weather is more favorable. Yesterday's meeting was to review and sign off on five Change Orders in Phase A. A Change Order is for changes in the original contract where something is added or taken out of the plans.

For example Change Order 1 was for the 200' of directional boring in the "swamp area" along Route 39. It was originally planned to lay pipe in a narrow strip of land along the creek that was later discovered to not be feasible. That cost an extra $37,124 to be added to the contract. Change Order 4 was the $130,443.50 addition for the Crews Road extension. Those two Change Orders were the two largest for the Phase A contract.

The total of all five Change Orders was $192,660 which works out to 0.07% of the original contract of $2.7 million. BWD officials at the meeting were elated it was under 1% stating that with a project this size it is normally considered good to be under 3 - 4% of the amount for the original contract. It was a good job of planning by Dallis Dawson & Assocs. and the District. Without the Crews Road extension the overage would have been much less.

The beginning of Phase B of the water line project is being held up with our current weather conditions and safety considerations. New Philly's Tucson, Inc. was supposed to break ground this past Monday.

It was also reported yesterday that Jack Wolfe, working for DD&A, is still surveying residents of the Fredrick Heights area, weather permitting. Mr. Wolfe was engaged by the engineering firm to go door-to-door polling potential customers for possible expansion in that area. At a meeting in early January Mr. Wolfe indicated that 99% of the residents he contacted were excited that BWD was considering expansion in that area. BWD officials at that January meeting decided to continue the survey since the results were so favorable.

After the meeting yesterday Board Pres. Mike Ryan remarked they will probably be scheduling another Engineer Committee meeting in the near future to review the Hibbetts Mill project with DD&A. That's the project planning to replace the main water line from the Hibbetts Mill area into Wellsville when funding becomes available.

Earlier Friday there was a Personnel Committee meeting held in Executive Session to review possible retirement plans of a Water District employee. There will be a Finance Committee meeting Tuesday, February 16, at 10 A.M. at the BWD Administration Office on Clark Ave. That committee usually meets every month to prepare for the regular, monthly Board of Trustees meeting, which will be held at Wellsville Village Hall Thursday, February 18 at 9 A.M.

Just to clarify, your math is off you will find that it is 7%.

J.Q. - Must of missed something somewhere. They did say it was under 1%. Believe that the Crews Road addition ($130,444) and the directional boring ($37,124) were not included in their figures. We can't say for sure.
