BWD Engineering Committee


Monday - January 11: The Buckeye Water District Engineering Committee held a pre-construction meeting for Part B of the Salineville Waterline project yesterday at Wellsville Village Hall. Present at the meeting was BWD Engineering Committee Member Tim O'Hara, BWD Board members Jack Call and Jack Whitaker, BWD Fiscal Officer Sara Crouch, BWD Porject Inspector Mark Allison, Salineville's Mayor Dave Berta & Fiscal Officer Rob Roach, Tucson, Inc.'s V.P. Kevin Ayers, Controller Peg Billow, Project Manager Randy Yonally & Project Foreman Ed Crawford, Washington Twp. Trustee Pete Sambroak, Dallis Dawson & Assocs. Engineer Jon Blair and Ergon Trucking, Inc.'s Terry Weber.

The first part of yesterday's meeting was signing of the construction contracts for Part B. Shown above, from the left, is Salineville's Mayor Berta, Fiscal Officer Rob Roach, DD&A's Jon Blair, BWD's O'Hara, and Tucson's Ayers & Billow doing just that. Blair handled the duties of getting the various documents signed.

Part B of the Salineville Waterline project is the installation of approximately two miles of pipe, valves and hydrants. Part A brought the line from the BWD Water Treatment Plant to a point just past the Southern Local School complex on Route 39. Part B will tie-in to that and extend the line on into the village water lines. Salineville was awarded $1 million in grants for the installation of Part B. Half of that is from Community Development Block Grants and the other half from Ohio Public Works Commission. The memorandum of understanding recently agreed to at their last Council meeting was for BWD to administer the OPWC grant. Officials from the Rural Community Assistance Program will handle the CDBG portion. The grant money will pay for the Tucson contract plus engineering and administration costs. Tucson is from New Philadelphia, Ohio and is part of the Demuth Group of Companies.

Originally the low bidder on this portion of the project was JCM Contracting at $754,606. Tucson had the second lowest bid at $827,166 at the October 31, 2009 bid opening. However a few days later JCM officials discovered a costly omission and withdrew their bid. That was announced at a Special Meeting of the BWD Board of Directors meeting on November 3, 2009. Consequently the bid was later awarded to Tucson. With two construction projects going on at the same time Dallis Dawson & Assocs. were awarded a contract to provide construction management and inspection services for Part B. At a cost of $13,144 per month that contract was awarded at another Special Meeting of the BWD BOD on November 6, 2009.

The second part of yesterday's meeting conducted by Blair was to go over discussion points of the contract and the coordination of other utilities and agencies. Contact phone numbers were exchanged. Blair advised all ODOT permits have been obtained. Washington Twp. Trustee Sambroak asked if traffic control would be provided on Oak Grove Road and stated he didn't believe any township permits were required. Traffic Control will be provided. Ergon's Weber advised Ergon representatives plan to be present when work is done near their pipeline. ODOT District 11 County Manager Darcy Stitt sent word that no work will be permitted during bad weather. Tucson officials will check with Salineville Village officials to see if any permits are required from them. Tucson got permission to work four 10 hour days per week and were reminded that all equipment must be off the roadways before dark. They also got permission to work backwards going from north to south. That was requested because of the advanced notice required when work begins on the master valve vault. Tucson's Ed Crawford will be the on-site job superintendent. Once construction begins bi-weekly progress meetings will be scheduled.

The next step is for BWD to issue the Notice to Proceed. Once that is issued Tucson will have 90 days to complete Part B of the project. Indications were that would be coming in short order. Normally these meetings are attended by all members available from the BWD BOD and other BWD officials. However, yesterday was the start of the Craig Susany, Inc. vs BWD law suit in Lisbon. Those other members were over there. That law suit pertains to a dispute over the raw water line from the new Pump Station to the Water Treatment Plant.
