BWD Engineering Committee Progress Meeting

Thursday - November 5: The bi-weekly Progress Meeting on the Salineville Water Line Phase A project was held by the BWD Engineering Committee at the Water Treatment Plant. Present at the meeting were Engineering Committee members Tim O'Hara & Gene McGaffick. Also present were Trustees Bob Wines, Jack Whitaker, Cal Carney, Trustee President Mike Ryan, Jon Blair of Dallis Dawson Assocs., Dave Sugar of Sugar Excavating, BWD Project Inspector Mark Allison, BWD Financial Officer Sara Crouch, ODOT's Brett Walters & Darcy Stitt.

Phase A of the Salineville Water Line project is the installation of nearly eight miles of 16" diameter waterline from Osborne Road to a little out past the Southern Local School Complex. Dave Sugar Excavating was awarded the contract for that portion. Except for yesterday all meetings are scheduled for Wednesdays at 10 A.M. at the Water Treatment Plant. Future progress meetings are November 18, December 2, 16 & 30 according to BWD's Sara Crouch.

Sugar reported that as of November 5 they have 18,500 feet of pipe in the ground and the project is 47% complete. Testing on lines along Osborne Road & Fife Coal Road will start Monday. About one quarter of the area dug up has been seeded and mulched. They have two crews plus a boring crew presently working.

Sugar advised they are about 5% behind schedule set for the October 31 goal. Weather & sickness have slowed things down a little. Work was halted Thursday with six employees reporting off because of the flu.

Darcy Stitt, ODOT's CC Manager, addressed the meeting about safety concerns. She stated that ODOT was concerned with the amount of material on the roadway, traffic control officers not paying close attention, unused equipment parked on the road and lack of contact phone numbers to call when problems are reported. She stated that unused equipment has to be parked at least 30 feet off the roadway. Sugar responded that he too was upset with traffic control and will take steps to correct. He also said they have three mechanical brooms and a water truck on site. Before coming to the meeting he assigned workers to reclean areas that was poorly done. He also gave a list of phone numbers for future use and the name of his job foreman.

Brett Walters, ODOT's District 11 Utility Relocation Technician, stated that ODOT has found better traffic control is maintained without using off-duty police officers. ODOT prefers at least a three person traffic controller crews with one stationed at either end and one located in the middle of the other two and all of them equipped with radios. He also stated that the pavement on Route 39 is "brand spanking new" and urged precautions be taken.

To end the progress portion of the meeting Sugar advised he estimates another 10 weeks to complete Phase A of the project.

Before closing the meeting the Engineering Committee discussed recommendations for the special Board-of-Trustee's meeting for Friday. That meeting was called to address moving the unused pump station at Hibbits Mill and the EPA required engineering for the Crews Road water line. The committee will recommend to the full board that a contract for preliminary engineering be awarded to Arcadia Engineering for the pump station. They will also recommend that a $13,000/month contract be awarded for Phase B inspection & management. Finally they will recommend that Dallis Dawson Assocs. be awarded the contract for engineering the Crews Road water line.

There is no rumor to it Nib. Ask the pd why they are not working traffic out on Rt 39.

Don't need to ask. Read the report on the meeting. Any changes made with traffic control was made because of ODOT's recommendatiions. Any controller used for the project work for Sugar Excavating.

Well Nib, seems the Wellsville PD along with the S.O. is working traffic on this project again.

That was news to me. Someone mentioned that the WPD was still on the job & to me, that was good news. Who among us can't use a few extra bucks working somewhere when not on duty? Apparently Sugar Excavating must have gotten whatever problems there were resolved.

The next Prgress Meeting is scheduled for next Wednesday at the Water Treatment Plant at 10 A.M. It's open to the public.
