Before I Shut 'er Down

Ok, I got that off my mind. I always try to be tolerant of other's opinions but this latest stunt that Kanfer is foisting on us just about got my goat. I never did care much for crusaders and to be kind that's about the best description I can think of giving the Sierra Club. Most crusaders put me in mind of Hitler trying to create the Master Race. If you don't get on the band wagon they want you to feel you don't have the sense to come in out of the rain. Enough said.

Not getting far from that subject though, did you see the piece in the paper about the upcoming Chamber of Commerce Citizen of the Year dinner? It was in yesterday's ER along with a picture. Along with awarding the Citizen there will be folks from Baard speaking on the proposed new plant. That's timely even though it was probably planned for before Nachy got me stirred up. The mayor better get busy. I think Connie Bauer is getting her picture in the paper more than him these days! The dinner is December 4 at the high school. The price is $30 per plate.

Speaking of pictures did you catch the one of Tim McNicol doing his best to look like Inspector Clouseau with his trench coat? Tim is not only a county prosecutor. He is also an assistant law director for ELO. The picture was in the article about those folks up there closing Dan's Bar.

Before I forget I wanted to pass on to you all that the new pumping station and water treatment plant is on-line. From what I understand the village is still getting their water from the reservoir for the time being. I think the plans are to keep the old reservoir operational as a back up at least until they are sure everything is 100% operational. One board member told me he couldn't tell the difference between the two sources in a taste test. Buckeye Water District is growing into a big business and to think it all started in the ville.

Reading reports on this week's council meeting sure brought out a contrast in styles of reporting. Reading the ER one would think it was a big love fest between council and the St. Francis people. All 21 paragraphs in the ER account was devoted to that subject. Thankfully Erin Colella was there for the MJ. She's developing into a pretty nifty reporter. Her piece covered more than one subject.

The convicted animal control officer saved council from any unpleasantness. He resigned. Now council has to work out details on what to do next. We got the mayor and two councilman professing their support for the St. Francis group. There was a petition submitted with somewhere in the neighborhood of 600 signatures of village residents in support of the work these good people do for us. Village Solicitor Andy Beech was quoted as hinting there may be a way to work something out. There's suppose to be a meeting this afternoon to work out some details. We'll have more on that later.

Columbia Gas people were there asking for consideration to reduce the fee for digging holes in our streets. The ordinance in effect stipulates a fee of $250 per hole dug. I was told one councilman muttered that was almost like extortion. Considering the state only charges $20 - $25 per hole it does seem rather steep. The gas company is in the process of changing all their old cast iron and steel pipes to plastic. Because of the exorbitant cost Wellsville might be postponed. I think the committee that covers this should check out what other communities are charging and try to be more reasonable on the village fees. If one of those old metal pipes were to corrode and spring a leak it would mean residents would lose their gas supply until that leak is found and repaired. That would be extremely bad news for those folks effected especially with weather like we've been having this week.

I'm sort of like Nunzio was quoted as saying, I'm not really sure what's going on with the old Hammond house that has traditionally been the home of the cemetery care taker. As far back as I can remember being allowed to live there was a perk that came with the job. The best I can determine is that our Fiscal Officer and the Finance Committee is trying to right a wrong that has been going on since the IRS changed their ruling on taxing job perks. Is it just that or is it the fact they found this nougat so the village won't have to sink some big bucks in making the place livable? They are kicking around $20-$30,000 currently being estimated for repairs on that historic structure. Being a lover of things historic I'm hoping they can work something out to preserve that house. Is there possibly some grant money available somewhere if that was declared a historic site? We've already lost too many significant historical sites in the ville. I believe that house goes back to the early days of this community. Does the care taker live there rent free?

At any rate you can't fault the Fiscal Officer and make him out to be the bad guy. Since he has had the job he has proven to be worth his weight in gold. He got our accounting methods up to snuff keeping the state auditors happy and he does keep up with what funds are available. Although not everyone in Village Hall agrees Dale can tell you what we can afford and what we can't. He can also readily tell our officials what's available in the different budget accounts. I hope they do approve his raise. I would hate to lose him.

Speaking of money I never knew that lottery funds only replace reduced funds that the state spends on our education system. That came out in an article this week in the papers. That doesn't seem right to me. That's like borrowing from Peter to pay Paul and does nothing to relieve the burden on school budgets. I wonder what shape Beaver Local would be in if lottery proceeds were an additional amount to what school districts get?

It was also announced out of the Board of Education meeting that beginning in January all students in the Wellsville District will be able to get a free breakfast. School Treasurer Coleen Wickham was quoted as saying "We're not going to lose any money". What wasn't explained by the reporter was how this program is going to be financed. I'm glad the district is able to do this. They say breakfast is the most important meal of the day. I'm just being nibby as to how the district can do this and not "lose any money". If I was still in high school it wouldn't have done me any good. I was one of those kids that stayed in bed until the last possible moment and many times finished dressing en route to school!

Nib,
Lottery funds replace dollar for dollar state foundation moneys.
So it does not matter how much the school gets from the lottery the total amount still stays the same.
Absolutely NO additional moneys are given to ANY school from the lottery. They are replacement dollars.

As far as the breakfast is concerned, maybe you should go down and see if they have a couple pieces of toast and bacon for you!!! For free!!

BTW, I noticed Wellsville's finest back on the 4 lane digging for dollars with their radar gun.
Hey someone has to pay for those new cruisers. Looks like no one in town has a job.

From what I understand if a school district has a certain percent of students who qualify for free or reduced meals the Federal gov. will foot the bill for the free breakfast. Wellsville has about 65%
free and reduced students. What I like about it that those students who donot qualify get the free breakfast too therefore saving their parents money. I think this is one of the better uses for our Federal tax dollar! Don't you agree ?

I stopped in at the Finance Committee meeting this afternoon. Got there a bit tardy by half an hour and five minutes later the meeting was over. When the meeting was over just about everyone scattered like they had to go to the restroom! I'm not sure they had something else to attend to, were avoiding questions or if it was me.

At any rate I did get to speak to Bobby Holt from the St. Francis group. She told me they are going to be covered with worker's comp and the village will be hiring another animal control officer that will work with them. Of course this will have to be brought to the table at the next full council meeting and voted on but that is what they hoped to get passed.

Other than that I didn't learn too much. We'll have to wait and see what comes out in the morning papers. Both of them were covering the meeting. They were already there when I came in.

The free breakfast is a nice program. I've often thought a student has a better chance of learning something if they are not preoccupied with a hungry stomach. For the district it is even nicer that this is a subsidized program.

If memory serves me correctly, when you pay the $250 to open the street you get all but $50 back after the village approved of the work you did to fix it.

Also, the cemetery caretaker pays no rent, water, sewage, or garbage bill.

My comments are for the home at Springhill Cemetery. Comment made by Mr. Davis that $550 dollars per month rent (that Lombardozzi was charged before moving to the home)must be added to the W2 as non-cash, is a total lie.That was NEVER charged until now. Does Mr. Davis have documentation or any kind of agreement to back that statement up? Guess they should be on the previous W2 forms for the last few years,or even paystubs. Bet they aren't.Who has been paying those taxes from then till now.The cemetery home has been rent free for all the caretakers. In archieve articles,(Morning Journal,dated October 31, 2005).It states,As part of the deal, the home is rent free to the caretaker (Mike Lombardozzi), with free water and a business phone.As well,(The review,dated January 15,2006),home is rent free,to the caretaker,(Mike Lombardozzi, with water and a business phone provided.It is also sad that Mr. Saldano would comment that Mike Lombardozzi should have asked 20 questions about the house before moving into the home, and the village had no desire to SINK MONEY into the house years ago. What kind of questions would have you liked him to ask before the home was his to live in RENT FREE while he is caretaker. Like,Why was a new roof put on, furnance installed,hot water tank replaced,if you had no intentions on SINKING MONEY into it? I bet that home which was built in 1840 has more stories in it than it has bricks.

Hope you're somewhere warm. It didn't get out of the 20s in the ville today with snow squalls off and on. And a week ago today we had bright sunshine with a high near 70. Brrrr...

You missed my point completely about the police radar.
I would demand that there is plenty of crime in the 'ville, stay off the 4 lane, Let the State Highway Patrol do their job. After all the patrol does not investigate murders, drugs or other criminal acts in the 'ville, do they? No, but it is a lot easier catching someone going to work a few minutes late, Hey he probably has a job and can make a payment on the cruiser.

After reading several articles concerning the Springhill Cemetery home,seems like someone is trying to just get the caretaker out of the cemetery house so it can be neglected. Comments in(Morning Journal, November 19, 2008) ("The caretaker should have asked 20 questions before moving into the cemetery home,and that the village had no desire to sink money into the home years ago".) So, it was because you had no desire to put money into it years ago, not because of fiscal emergency? Why did council approve the new roof,furnance,hot water tank, and all the supplies for the repairs and remodeling? Why start a phase of "Turning a house into a Wonderful Home"(Archieve article,Evening Review,January 15,2006), If that was the villages decision years ago? Why did you let Mike and his family do all that work up there? Why did the village not tell the caretaker then of these desires? Why wait till now? Another comment, (The Review, November 22, 2008) "We all agreed that we are not going to put any money in the house, for it needs thousands of dollars for repairs. Again, sounds like (someone) want's the house tore down. I don't know what your definition of Village is, I think it also means the residents as well. Maybe see what the residents would like to see done with that Beautiful Home. Let's not forget, the MAJOR repairs have been done to that home already. To stop and neglect that home now is just unethical and a waist of VILLAGE MONEY!!!!Another suggestion,do some research, I'm sure from 1840 till now, there has been some prominent people in that home. That home needs cared for because of it"s history, and because it is the caretakers and his family's dwelling. Mike, you do a wonderful job, don't let anyone bring you down!! First of all, council did not approve any of the things you listed. They were done without council approval. Second of all, there are thousands of dollars still needed for the house, council said a long time ago that they would not put that kind of money in it. Pay your taxes and be happy you have no supervision up there.

If the caretaker would not live in the home,and not be available other than the regular 8 hour shifts a day,no weekends or holidays, what will the people from out of town do? What about vandalisim, or all the equipment with no one around?

Connie Bauer should have her picture in the paper everyday. She is a great lady and friend. She does alot and is active and I like seeing her picture in the paper. It isnt a good as seeing her in person, but it fills a void.

Anon - I too do not think being on call 24/7 is in any contract or actual agreement. The impression I got was that it is sort of a mutual understanding that the care taker is available if no one else is around to take care of unexpected duties. You can't plan for funerals. I imagine with winter coming on,after the growing season, the care taker gets some slack time and it would be a good time to catch up on vacation time. So, I don't think being available is a hard and fast contractual rule. It's just a sort of understanding of those responsible if the care taker is taking some time off and no one else is around to tend to the shop. No big deal.

As you said in your last comment. I am pretty sure alot is mutual agreements, as well as the home being part of the deal as being caretaker. I have also heard that if they made it mandatory for the caretaker to live there, would change the outcome of the taxes. I see that to be a quick solution, considering that he will be caretaker till somewhere around 2020. Knowing that, I ask, where would the council and mayor be in 2020? Why not let upcoming council and Mayor make changes once the caretaker is retired? I can't see the caretaker putting his own money in the home, doing all that remodeling and new heating system, if he had known then what he knows now.I can tell you from personal experience that the village does not realize how much the caretaker will be missed if he does not live in the home. Alot of people depend on him,(All hours of the day and night), when loved ones are from out of town. Also that home does not need thousands of dollars sunk into it.Major work is complete.

We should be happy that there still are some good, honest, chamber members left. Connie Bauer, Vickie McCombs, Marge Dydert, because the former President and the ,don't make me sick, new president, have there own agenda. They should be kicked out of the Chamber. The good people need to pull together, if not, the Chamber will lose the few decent members it has left. Stop this infilitration of these assholes who don't know the meaning of what the chamber is all about.

Believe me Nib, I have tried, but that new click of, "What can we do for me" bullshit, don't care to hear my side of doing things the right way. See they don't even follow the law when they have elections. The people in the former post, who are going along with this "2' PEOPLE DOING THINGS FOR ME , ME , IT'S USELESS. Believe me Nib, it's not hard feelings, it's called right from wrong. What kills me is, I know damn well Connie, Vickie, Marge, and Nick D, know it's wrong and they let it go. That's okay, sooner or later the shit will hit the fan. The 2 fools that think they are fooling people, will be removed, so that the Chamber can gain the respect it deserves. YOU CAN ONLY RIDE ON THE BAARD PLANT, AND THE UNIONS WHO ARE BUYING THE TICKETS TO THESE DINNERS, FOR SO LONG.
